What is the procedure for creating tableowner & administrator accounts on MS SQL Server?

Do I need to create Siebel administrator account (default: SADMIN) & the LDAPUSER account manually? Then do I need to create database in MS SQL Server? After that need to run grantusr.sql?

Can someone please explain the step?
